The Ministry of Mines and Petroleum (MoMP)

The Ministry of Mines and Petroleum (MoMP) of the Federal Democratic Republic of Ethiopia is the federal executive body responsible for the promotion and regulation of mineral and petroleum resource development. The Ministry of Mines and Petroleum has the powers and duties to:

  1. Design and implement policies and legal frameworks pertaining to the development of minerals, petroleum and natural gas;Organize research and training institutions that accelerate the development of minerals, petroleum and natural gases;
  2. Work in partnership with educational institutions to produce the trained manpower necessary to develop minerals, petroleum and natural gases;
  3. Ensure the quality and accessibility of geoscientific maps and data on minerals, petroleum and natural gas;
  4. Establish, in cooperation with concerned bodies, a system that increases the efficiency and effectiveness of marketing for small-scale precious and ornamental minerals; to design and implement policy that encourages approved small-scale mining operations;
  5. Build the capacity of individuals engaged in traditional mining operations;
  6. Promote investment by encouraging the expansion of mining exploration and operations; to encourage value-added products;
  7. Lead the exploration of petroleum and natural gas; to organize a modern system and institutional framework for the supply of products to markets;
  8. Issue licenses to private investors engaged in mining and exploration of petroleum and natural gas and to provide support; to ensure that such investors operate in accordance with the agreements concluded and meet their financial obligations;
  9. Encourage local community employment for areas in which there are petroleum and natural gas mining operations or exploration; to ensure that local communities benefit from such developments;
  10. Enforce quality standards for petroleum and natural gas products, as well as for petroleum storage and distribution facilities;
  11. Determine, in cooperation with other stakeholders, the volume of petroleum reserves and to ensure that such reserves are maintained;
  12. Negotiate and sign international treaties pertaining to mining, petroleum and natural gas;
  13. Ensure that information on mining, petroleum and natural gas is collected, maintained and made available to users.
